KB "Panorama" has developed version 15.5.2. In the new version, the "Urban Development Regulations" and "Formation of a Land Plot Urban Development Plan" modes have been refined.
The program now implements tools for the integrated use of cadastral object data and urban planning zoning data, presented on corresponding maps, when forming an urban development plan for a land plot. The updated mode facilitates the input and storage of permitted land use types, development and construction parameters, taking into account the rules for applying urban development regulations.
The Cadastral Plan of the Territory (CPT) is created in the prescribed manner from the Unified State Real Estate Register in XML format. The "Read Cadastral Plan of Territory and Update Map" mode is designed for loading CPT XML files into the .
Urban planning zoning maps are formed as part of territorial planning documents for the respective municipality. To manage them, the digital classifier survey.v6.rsc has been updated, enabling the plotting and provision of the following object types: territorial zones; boundaries of zones with special conditions for territory use (ZOUIT); boundaries of cultural heritage object (CHO) territories; territories within which comprehensive territory development (CTD) is envisaged; territories within which requirements for the architectural and urban planning appearance (AGPA) of capital construction objects are established; boundaries of planning structure elements; red lines; boundaries of public easements.
The "Urban Development Regulations" mode is intended for maintaining a register that defines the legal regime for land plot use. The urban development regulation reflects permitted use types, maximum land plot sizes, and parameters for permitted construction and reconstruction of capital construction objects. The program implements the ability to specify the rule for applying the urban development regulation: established, not established, does not apply.
Using the land plot boundaries, the system automatically determines the inclusion of the plot within the boundaries of zones and territories presented on territorial and functional zoning maps. Based on established connections with the urban planning information register, data on permitted use types, development, and construction parameters for each territorial zone is loaded. The program maintains information on primary, auxiliary, and conditionally permitted land use types and development parameters. To support the new functions, a "Development Parameters" reference book has been added to the urban planning database. To ensure consistency between database values and the semantics of spatial objects, the reference book stores semantic keys corresponding to the classifier.
The updated mode, when processing a land plot, considers its location within the boundaries of an urban planning zoning object and requests information on development parameters, taking into account the rule for applying the urban development regulation. Separate maintenance of the urban development register allows for accumulating information in three blocks. For the case "Urban development regulation is established" – information from approved Land Use and Development Rules (LUDR) is entered into the register, and the register entries are linked to territorial zones on the map. For the case "Urban development regulation is not established" – information from urban planning norms or other regulatory acts is entered into the register. For the case "Urban development regulation does not apply" – information from the regulation on a specially protected natural area (SPNA) is entered into the register of urban development regulations, and the register entries are linked to corresponding zones on the map.
Provided that the land plot is located within an urban planning zone, its permitted use type is defined, and development parameters are set, the "Regulations" section is filled in automatically. Linking the plot to the zoning map is carried out by spatially overlaying the S_PLOT object onto a zone object with a populated INDEX_ZONE semantic. The map must be created using the survey.v6 classifier.
The new version of the program is available in the section.
Specialists from KB "Panorama" have prepared a video tutorial on working with the "Maintaining the Aerodrome Holding Pattern Database" mode of the applied task in . This mode facilitates the formation and updating of holding pattern databases for aerodromes and en-route.
The video tutorial demonstrates working with the holding pattern database. The use of holding areas in the aerodrome vicinity allows an air traffic controller to effectively regulate the flow of aircraft during high traffic intensity. Holding patterns are established above arrival route waypoints, approach procedures, or above designated holding points.
The holding pattern form is filled out sequentially, from top to bottom and left to right. The user can define holding patterns for aerodromes and en-route – both according to the standard "racetrack" pattern and in an expanded form if the configuration differs from the standard. The input of multi-level holding patterns with step-down or spiral descent is supported, with subsequent coordination of levels in accordance with the ARINC exchange format. Holding patterns are calculated for the maximum number of aircraft categories.
This video material will be useful for specialists involved in creating and updating aeronautical data, developing and maintaining flight procedures, and ensuring the functioning of the air traffic management system. You can familiarize yourself with the training materials in the "Video Tutorials" section.
KB "Panorama" has developed version 7.2.0 for operating systems Astra Linux, CentOS, Ubuntu, MS Windows. The new version expands the capabilities for integrating the mapping module into custom web applications and enhances spatial analysis and geodata processing tools.
The program's means for embedding the client part of GIS WebServer SE into external systems have been improved. Managing the map by sending commands from the main application is now implemented. Additionally, the ability to obtain results of API function execution by subscribing to window events has been added.
The functionality of the "Relief Profile" component has been expanded. Scaling of the graph and navigation within the profile boundaries have been added. Highlighting on the map the section corresponding to the displayed part of the graph, and highlighting the profile fragment on the graph corresponding to the displayed map area, have been implemented.
The interface of the "Shutter" component has been updated. The direction of the dividing line can now be chosen from four options: right, left, top, or bottom. The component supports working with any published layers included in the map.
Tools for working with local maps have been supplemented with support for the GML format, and the set of displayed attributes has been expanded. Construction of buffer zones for objects of local layers has been implemented. The administrator module now includes a setting for the default cursor coordinate system and the ability to hide the application window title. The maximum allowed map scale has been increased to 1:66 (23rd tile pyramid level). Mechanisms for logging user actions have been improved.
GIS WebServer SE is used in building closed corporate systems with data protection for classified or commercially sensitive information. GIS WebServer SE is implemented using the toolkit, which can be used in development tools utilizing JavaScript and TypeScript.
Based on GIS WebServer SE and other server products from KB "Panorama", the has been implemented. RGIS RO is a specialized multifunctional geoportal whose interactive capabilities provide access to reliable information about objects of various categories. RGIS RO is accessible to a wide range of users - government authorities, citizens, organizations, including potential investors and private companies. The Regional GIS of the Ryazan Region aids in decision-making across various areas of socio-economic development.

KB "Panorama" has developed "Cadastral Engineer's Workstation" version 15.5.2. In the new version, XSD schemas compliant with the law "On State Registration of Real Estate" are used for obtaining XML document extracts from the Unified State Register in electronic form. The enhanced mode ensures reading of XML extract files according to schema versions 01 and 02. In particular, reading and plotting on the map of information about public easements and territories for which a decision on land reservation for state or municipal needs has been made has been added to the function for reading XML files according to the "extract_cadastral_plan_territory" schema.
In the mode, tools for obtaining information from the cadastral works database about customers of cadastral works, the cadastral engineer, and documents used in preparing the surveying project have been added.
The and dialogs have been supplemented with means to filter the list of displayed objects. For this, the "Show only selected objects" property has been added on the "Objects" tab. For example, when searching for all buildings and structures on a regional cadastral map, one building and one structure can be pre-selected manually. In this case, only rows corresponding to the type of objects selected on the map will be displayed in the object list. This speeds up making minor changes without scrolling through a large list. Multiple selection of semantic characteristics has been implemented on the "Semantics" tab. The ability to save current selection conditions to a selected model has been added on the "Models" tab.
The mode has been improved. In the "Scheme of Land Plot Boundaries" and "Scheme of Geodetic Constructions" sections of the dialog, a "Scale" column has been added. This information is used when filling out the text report. To create a correct list of adjacent land plots in the "Act of Boundary Coordination", the algorithm for finding adjacent plots has been changed. The new algorithm ensures finding multiple common boundary sections for two or more adjacent land plots and eliminates duplication of boundary sections in the list.
In the mode, when forming an XML document for forming land plots through redistribution, the area calculation has been corrected. The area of redistributed parts included in the formed land plot is calculated from the map if the AREADOC semantic value is not specified.
In the , the "Point at Intersection of Alignments" and "Drop Perpendicular to Line" modes have been improved. After performing operations, the modes do not turn off, allowing repeated operations with different source data. A new mode has been developed, combining the functionality of four outdated modes: "Place Stations Along Route", "Place Segments Along Route", "Place Stations Along Route from File Data", and "Place Stations Along Route with Side Indication from File Data".
In the task dialog, the ability to create two separate combined point labels next to each placed point has been added. Each point label can contain up to four field values in multiple lines, chosen by the user. For example, the point's elevation in the first line, and its name, point number, or another field in the second line. In the dialog, columns from the source file can be specified, values from which will be used for labeling points. For each label, its own vertical and horizontal offset parameters can be set, allowing placement anywhere relative to the main object.
The new version of the program is available for download in the Download section.
