From June 18 to 20 in Khanty-Mansiysk the XV International IT Forum took place with the participation of BRICS and SCO countries. The event was organized by the government of the Khanty-Mansi Autonomous Okrug - Ugra with the support of the Plenipotentiary Representative of the President of the Russian Federation in the Urals Federal District, the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the Ministry of Education of the Russian Federation, and the Chamber of Commerce and Industry of the Russian Federation.

Experts from KB "Panorama" participated in the panel discussion "Spatial Data: A New Digital Reality" with a presentation on "Enhancing the Efficiency of Spatial Data Utilization". The presentation covered modern approaches to implementing technological processes for creating, storing, processing, and analyzing spatial data. It highlighted the significant volume of spatial data accumulated in various information systems by now and emphasized the need for deeper integration mechanisms among these systems and the utilization of data created for all participants in such inter-system interactions.

By deeply integrating spatial data platform solutions, some tasks related to enhancing their functionality can be addressed through GIS tools under market conditions. To achieve this, developers need quality documentation on API and SDK systems, access to a test environment for debugging new features and services is essential.

Expanding information interaction capabilities must consider security issues. Any software, including open-source software, should ensure secure operation and stable performance. During information exchange, there should be no possibility of issuing commands to block software operation or engage in undeclared data copying. A complete transition to security-certified software without undisclosed functionalities is necessary.

This year marked the jubilee XV International IT Forum, which brought together over 5,000 participants from 47 countries and 61 regions of the Russian Federation. Throughout the forum, specialists discussed the application of cutting-edge technologies in economics, social spheres, education, artificial intelligence development, and other crucial tasks.

In the KB "Panorama", the Complex of preparing documents of aeronautical information version 8.2.9 has been developed under the management of GIS "Panorama" or GIS "Operator". The new version implements the ability to use PostgreSQL 16 DBMS when working with the Complex. The aeronautical database is built on the AICM (Aeronautical Information Conceptual Model). The database structure allows storing and processing elements of aviation activities, creating aeronautical maps, thematic Aeronautical Information Publications (AIPs), charts, and compilations of aeronautical data.

The "Administrative panel" dialog has been enhanced. A new tab "Update Log" has been added to display information about operations performed to update the database: version number of the Complex database, username, update date, PostgreSQL DBMS version number.

The Complex for preparing aeronautical information documents is a set of tools for maintaining an aeronautical database, modeling and analyzing the aeronautical situation, creating aeronautical maps, and exchanging data with other information systems through export and import in the ARINC 424-19 exchange format and export in the AIXM 5.1 format. The "Designing of the airfield routes" task is used for designing departure, approach, and landing routes, as well as for analyzing flight safety on them. The "Compliance Assessment of Airports with FAR Requirements" task is intended for analyzing the airport and its surrounding area for suitability for operation and aircraft flights in accordance with Federal Aviation Regulations.

The KB "Panorama" has developed the "Hydrography Objects and Elevation Matrices Alignment Tool" for GIS "Panorama" version 15. The new version includes a mode called "Creating flood zone along the fairway". This mode facilitates the creation of a quality matrix describing the flood zone along rivers, based on water level readings at observation points.

According to the resolution of the Government of the Russian Federation dated April 18, 2014, No. 360 "On the Determination of Flood and Submersion Zone Boundaries", it is envisaged to create a graphical description of the location of these zones' boundaries, indicating a list of coordinates of characteristic boundaries of such zones in the coordinate system established for maintaining the Unified State Real Estate Register. Various input data are used to forecast the sizes of flood and submersion zones. These include: data from surveys to identify flood-prone areas; data on water level readings of characteristic water levels at points of the state observation network; data on water level readings of characteristic water levels from archival materials of hydrological and hydrogeological surveys; calculated parameters of floodplain boundaries of rivers, determined based on engineering-hydrological calculations, and others.

In addition to the mode "Creating flood zone along the fairway", the Hydrological Tasks Complex contains other modes for calculating parameters and boundaries of flood zones: "Construction of flood zone by target method", "Construction of flood zone by depths points", "Construction of flood zone at this point". Various types of input data are used in mathematical model calculations. The mode "Creating flood zone along the fairway" uses a map containing linear hydrographic objects and adjacent point objects with water level rise values in semantics as input data. In general, point objects should correspond to hydrometric stations located along the river, and water level values to readings of their measuring devices. Calculations are carried out based on a height matrix for the same territory. The mode "Harmonization of Hydrographic Objects and Height Matrices" is intended for preparing a hydrologically correct height matrix.

The mode "Creating flood zone along the fairway" allows processing an entire network of hydrographic objects supplied with water level rise data at once. In the mode dialogue, you can adjust construction parameters to achieve better results in problematic areas if the result is unsatisfactory with basic parameters. The mode "Creating objects-polygons of homogeneous matrixes zones" is intended for outlining the boundaries of the flood zone based on a quality matrix describing such a zone. The new version of the program is available for download in the Download section.

Geoportal "Bank of spatial data" has been supplemented with a map of the Canary Islands, formed according to OpenStreetMap data. To work with the map, you can use the GIS Panorama Mini program or other software products of KB "Panorama".

The map was led to the modernised classifier of large-scale plans of scale 1: 5 000 (map5000m). Publishing of updates in bank of spatial data is made by using the program of Databank of digital maps and remote sensing data.

Publishing contents of bank of spatial data on the geoportal and data access for downloading are implemented by means of GIS WebServer SE.

Free maps on the basis of OpenStreetMap data are available for download on the page "Digital maps".

In KB "Panorama", the GIS WebService SE version 15.7.0 has been developed. The new version includes the ability to display arbitrary map images, rasters, matrices at a specified resolution (DPI - dots per inch). To prepare data for printing, the option to generate images "on the fly" with custom user styles has been added. SLD styles allow dynamically changing the image for the user without altering the classifier. Styles and object filters can be applied in requests for thematic mapping. Styles can be sent in display requests. The same object can be displayed differently using preset or custom user styles.

Various objects can be grouped into categories. Each category of objects can have its own drawing style assigned. An example category could be all pipelines with a capacity of 100 Gcal/hour and a length of less than 10 km. Sending an SLD style in the object creation request allows creating graphic objects on the map whose symbolic representation is independent of the map's classifier.

The new version includes the ability to generate a map legend considering semantic filters, object types, and localizations, as well as taking into account an area defined by an arbitrary object or drawing dimensions. The program supports data export and import in formats such as DXF, SHP, KML, and MIF/MID.

GIS WebService SE complies with all international standards (OGC WFS, WFS-T, WMS, WMTS, WCS, WPS) for transmitting and displaying spatial data. The program offers tile issuance based on any user or local coordinate system. The application is developed for Windows and Linux platforms and is compatible with web servers such as Apache, IIS, and nginx.
