Specialists at KB "Panorama" have prepared a video tutorial on working with the task
The video tutorial demonstrates the functional feature of the task "Calculation of values of semantics for incoming objects". Using an example of an Administrative-Territorial map, the total value of a specified object characteristic inside each polygon is calculated, taking into account the correction coefficient for the inclusion of analyzed objects in the selected polygon. The copying of semantics from incoming objects to polygon objects is performed according to established characteristic codes. In the example data, values of semantic characteristics are copied from point objects to polygon objects (area objects). The tutorial also shows how to use tools for clearing cells and deleting rows in the semantics table through a right-click context menu in the table row.

In the "Map Object Search" dialog under the "Semantics" tab, a validation check has been added for entered semantic values to match the pattern string specified in the classifier, defining acceptable characters such as GUID, cadastral number, and others. For numerical characteristics, a check for belonging to the range of values set in the map classifier has been implemented. In case of mismatch in the entered data, the text string is highlighted in red.

When setting parameters in the "Current Projection Parameters" dialog, information about the current coordinate system of the active document is displayed in the top status bar of the application. By default, the current coordinate system corresponds to the coordinate system of the main map of the document. In the top left part of the status bar, information is shown: "Map Coordinate System". The context menu of the status bar allows for adjusting any projection parameters. If the document contains data (maps, rasters, matrices, geoportals) with different coordinate systems, the menu lists the names of data with different coordinate systems (e.g., "Noginsk", "Google Map"). The new menu enables quick switching to the projection of the selected data type. When selecting an item from the menu, the projection parameters of the selected data type are applied to the document. Information about the selected projection is displayed in the status bar: "Geoportal Coordinate System" or "Raster Coordinate System". In the Map Editor task, a feature has been added to rotate vector symbols that have a single metric point. If a symbol's localization is "Vector," a second point is added to the object. If the symbol's localization is "Point", rotation of such symbols is achieved by adding the semantics "Angle of symbol rotation, insert" (code 31017). Rotation of vector symbols is available in modes such as Move, Scale and Rotate, Rotate Object, Rotate Vector Object, and Tilt Vector Object.

The absence of a centralized information system containing information about land plots of all categories hindered the effective management of land resources. The creation of the state information system "Electronic Land Cadastre" helped to address this issue. After filling the system with necessary information, it will allow government authorities, as well as citizens and legal entities, to promptly use cadastral information for the purpose of managing land resources, protecting lands, establishing land payments, forming the land market, protecting the rights of landowners, land users, tenants, and other rights holders.

For initial data input into the system, the GIS "Panorama" is used, which has an extensive toolkit for working with land cadastre documentation, preparing plans, drawings, schemes, acts, etc. It allows for attaching necessary documents, customizing the list of information to be entered. Additionally, GIS "Panorama" enables the creation of a variety of thematic maps essential for land cadastre management.
In late 2023, a completed electronic product was presented on the Minсifra platform. The work was evaluated by a government commission for the acceptance of the GIS led by Vice Prime Minister Victor Taranov. Members of the government commission for the acceptance of the GIS "State Land Cadastre" highly praised the results of the work of the Ministry of Digital Development, the Ministry of Agriculture, and other entities involved in the preparation, presentation, and content filling of the GIS.
Currently, active data filling of the GIS and digitization of cadastral records are underway. According to the Ministry of Agriculture, information on 33.7 thousand objects that require editing and transfer to the map of the republic is stored electronically. In addition, primarily concerning lands in populated areas, there is information on 3 thousand objects per district in the archives of state administrations in paper form. Simultaneously, work is being done to populate the system with information on primary formations of land plots and current changes in land cadastral documentation details. Currently, the GIS "Electronic Land Cadastre" is being updated with information on the natural, economic, and legal status of lands.
