    In KB "Panorama" the Complex of forecasting the consequences of emergency situations under the control of GIS "Panorama" and GIS "Operator" version 15 has been updated. The new version has expanded the set of models for performing automated modeling and assessing the potential consequences in the event of a natural and man-made emergency. New models have been added that make it possible to predict the development of such emergency situations as "Emergencies on oil pipelines", "Emergencies of floods and other river floods", "Emergencies of large-scale forest fires", in addition to the existing models: "Emergencies at a biologically hazardous facility", "Emergency at a radiation hazardous facility", "Emergency at a chemically hazardous facility", "Emergency at an explosive facility" and "Emergency at a hydraulic structure".

    The construction of models is carried out on the basis of regulatory documents and methods, taking into account current indicators of the conditions for the occurrence and development of emergencies, and terrain maps. When calculating the parameters of damaging factors, a zone of possible damage as a result of an emergency is constructed. The affected area is put onto the map of situation of the emergency area by symbols that comply with the requirements of the Ministry of Emergency Situations. When calculating, weather conditions are taken into account, which are entered by the operator at the time of calculation. For example, when modeling an emergency oil spill zone, the following indicators are taken into account: pipeline coordinates, coordinates of pumping station points and valves, pipeline characteristics, physical parameters of the transported oil product, and others.

    When modeling the consequences, it is possible to estimate the number of buildings, personnel, and population that were in the affected area. For a number of models, the parameters contain a large amount of data and in new calculations may differ slightly (for example, only the coordinates and/or wind direction have changed). To solve the problem of multiple input of the same parameters, the complex has a mode that allows you to save and load the parameters of the source data.

    The modelling results (image of the terrain together with the emergency model, calculation parameters, list of affected objects with their characteristics) can be saved not only for reuse, but also in the form of a formalized report in docx format.

    The emergency forecasting complex is a part of the GIS "Operator" and GIS "Panorama", new versions of the programs are always available for download in the Download section.

    The 10th anniversary International IT conference "STACHKA" has ended in Ulyanovsk. For the first time this year, a section of geographic information systems was presented at the event as part of the "Development" direction. The GIS section was opened by the report "Beyond geographic information systems. Simply about the complex" by Denis Vitsko, systems analyst and project manager at KB Panorama. KB "Panorama" has vast experience in the development of geoinformation systems for various purposes: GIS WebServer SE, Databank of Digital Maps and remote sensing data, GIS Server, GIS "Panorama" and others. The desktop and server solutions of the company are used in the Rosseti Geographic Information System, the Federal Spatial Data Fund (FSDF), the Spatial Data Fund of the Novosibirsk Region, the Regional GIS of the Ryazan Region (RGIS RO) and other projects.

    The conference featured more than 350 speakers in six areas: "Development", "Communications", "Management", "Content", "Training" and "Sales". More than 20 streams were organized, and "Stachka" was attended by more than three thousand participants. Many participants showed great interest in geographic information technologies.

    Stachka is one of the most widespread IT events of the year. In addition to a lot of useful information that can be obtained during the speakers' reports, there was the opportunity to participate in round tables, workshops, and hackathons. And the main thing is to communicate in an informal atmosphere with representatives of the leaders of the IT industry and developing companies. Stachka means new ideas, new knowledge, new friends and business partners.

    KB "Panorama" thanks the organizers of this event for the high level of its preparation and conduct. We will be glad to see at the next "Stachka" everyone who is interested in geoinformation technologies, and not only.

    In KB "Panorama" the "Workstation of cadastral engineer" version 15.0.1 has been developed. In the new version the modes in the "Cadastral documents" task have been improved.

    In dialog "Formation of a map-plan of the territory" when forming XML, a structured recording a file with splitting into separate lines has been implemented. This improves the readability of the XML document. A function has been added to automatically calculate the value of the determination error when filling out information about the area of a cadastral object. In the process of forming a text report, the selection of source data is automated when filling the name of the coordinate system. If an object does not have the necessary information, the program uses data from the options of the "Cadastral Documents" task. The rounding the value of the area to the whole meters has been added. When filling out the "Allowed use" attribute, a variable search for source data from different semantic characteristics has been implemented. Filling the section "Information about buildings, structures, objects of unfinished construction necessary to correct registry errors in the information about the description of their location" has been improved.

    The "Editing attributes of a cadastral object" dialog has been updated in terms of entering and editing location information. Duplicated elements on the "Basic information" tab are removed and new elements on the "Location" tab are added. New elements are designed for entering and editing geonyms of address objects in two versions: directory and text. Values from the directory are used to form the land survey plan version 6, and text values are used to form the technical plan and land survey plan version 9. The composition of semantics in classifiers the survey versions 5 and 6 have been updated.

    In the "Land survey plan" mode, when processing characteristic points of boundaries, the filling of a number of information has been corrected. The number and prefix of the point are taken from the semantics NAME_9 - Name, the traversal order corresponds to the number of metric point of the cadastral object. When filling out an XML document according to schema version 6, the formation of the SpecifyParcelApproximal element has been implemented for cadastral works to clarify plots with clarification of the boundaries and area of the adjacent land plot. If during the cadastral works, simultaneous clarifying a land plot and its adjacent plot has been made, in the program there is implemented a possibility of restart of forming an XML-file with changing the type of clarification: "Clarify the boundaries of the plot" or "Clarify the boundaries of adjacent plots". The order of searching for points of the same name has been corrected to fill in information about new and old coordinates. A faster point search algorithm has been implemented and errors in selecting points of adjacent cadastral objects have been eliminated. In the dialogs "Land Survey plan", "The project of land surveying" and "Map (plan) of land", an indication of the process of initial initialization of the dialogs with data is implemented. With a significant number of land plots, their contours and parts, a collecting of initial data can take several minutes. The indication function displays the name of the current process and the percentage of completion.

    In the "Save image for the graphic part of the report" mode, when saving an image in the EMF format, the presence of a raster in the display is analyzed and the EMF file is saved in vector format if there is no raster. This ensures that EMF files are created in small sizes if the user makes a mistake with the display type.

    The "Reading the cadastral plan of the territory and updating the map" dialog has been updated. When changing the value in the "Data processing mode" element, the composition of the data fields also changes. For the "Update an existing map" option, you can select the "Data processing mode" switch - skip/add/replace. For the "create a new XML map" option, you can select the classifier version. Data entry tools for documents and semantics groups have been updated.

    Geoportal "Bank of spatial data" has been supplemented with a map of the Republic of Niger, formed according to OpenStreetMap data. To work with the map, you can use the GIS Panorama Mini program or other software products of KB "Panorama".

    The map was led to the modernised classifier of large-scale plans of scale 1: 5 000 (map5000m). Publishing of updates in bank of spatial data is made by using the program of Databank of digital maps and remote sensing data. Publishing contents of bank of spatial data on the geoportal and data access for downloading are implemented by means of GIS WebServer SE.

    Free maps on the basis of OpenStreetMap data are available for download on the page "Digital maps".

    Specialists of KB "Panorama" have prepared a video lesson of restoring a database of aeronautical information of PostgreSQL format from a backup copy included into the installation package of the Complex of preparing documents of aeronautical information. The complex of preparing documents of aeronautical information is installed in addition to the GIS "Panorama" or GIS "Operator". In training material a process of restoration of a database with use of the pgAdmin4 graphic interface has been demonstrated. An empty database is created and filled with test information from the backup file \\Setup.Ani\AICM8_V11.backup.

    The complex of preparing documents of aeronautical information is a set of tools for maintaining an aeronautical data base, a modeling and analyzing the aeronautical situation, generating aeronautical maps and exchanging data with other information systems through export and import in the ARINC 424-19 exchange format and export in the AIXM 5.1 format. The task "Flight procedures design" is used to design the routes of departure, approach and landing and to analyze the safety of flights on them. The task "Assessment of compliance for aerodromes with the requirements FAR" is intended for the analysis of the aerodrome and the aerodrome environs for the suitability for operation and aircraft flights in accordance with the Federal Aviation Regulations.
