To use smartphones as an effective means of displaying and analyzing spatial data, KB "Panorama" has developed a mobile application (for iOS and Android) and modernized GIS WebServer SE to support the operation of the mobile application by means of cloud storage and data processing. The mobile application provides access to public data of the geoportal operating under the control of GIS WebServer SE and allows you to search and filter objects in the system, to view information about found objects, to build traffic routes and geolocation.
The mobile application is adapted for use as part of the state information system "Regional geoinformation system of the Ryazan region" (RGIS RO). In 2021, in order to inform an unlimited number of users of RGIS RO about objects of social, transport, telecommunications infrastructure, financial organizations, investment sites in the Ryazan Region, the system was supplemented with a mobile application and a mobile version of the RGIS RO website.
The mobile application as part of the RGIS RO is intended for viewing and analyzing public data sorted by categories, information about the state and dynamics of development of objects and territories. The mobile application expands the range of users of the system and makes it available not only to government officials, but also to a wide range of users - for citizens, organizations, including potential investors and companies that participate in urban planning activities. The development of RGIS RO is one of the important tasks that the government of the Ryazan Region is implementing as part of the digital transformation of the region.
The client part of RGIS RO is implemented in the form of a single geoportal on the Internet and a mobile application. The server part runs under the control of the domestic operating system Astra Linux Special Edition and consists of GIS WebService SE, GIS WebServer SE and GIS Server. Preparation of data for publication is carried out in the GIS "Panorama". All software products are included in the register of domestic software and comply with information security requirements for level 2 of control over the absence of undeclared possibilities.

GIS WebServer AGRO is a system of software modules that together make it possible to build complex distributed and scalable corporate information systems that provide automation of business processes for agricultural management of an agricultural enterprise. GIS WebService SE is used as a source of cartographic data. The database of cartographic data is operated by the GIS Server. The configuration of the sectoral database of soil fertility is carried out using the GIS "Panorama AGRO".
Specialists of KB "Panorama" prepared and placed the map of the Stavropol Krai on the geoportal "Bank of spatial data". The map was formed using OpenStreetMap data, source data was obtained from Geofabrik website. To work with the map, you can use the GIS Panorama Mini program or other software products of KB "Panorama".
The map was led to the modernised classifier of large-scale plans of scale 1: 5 000 (map5000m) and was saved into a packed project (MPTZ). The MPTZ format project includes a digital map of the region's territory (country, subject of the federation, administrative region), a map of the administrative-territorial division of the region and a digital classifier. Publishing of updates in bank of spatial data is made by using the program of Databank of digital maps and remote sensing data. Publishing contents of bank of spatial data on the geoportal and data access for downloading are implemented by means of GIS WebServer SE.

In "Workstation of urban planner" the tools of creating and updating digital maps and plans of cities for architecture and urban-planning bodies have been improved
In KB "Panorama" the "Workstation of urban planner" version 14.1.0 has been developed. The new version expands the tools for the formation and updating of digital maps and city plans used in urban planning. In the "Select object" dialog, the ability has been implemented for adding and editing semantics of type the "Link to the file folder". The semantics contains the name of the folder, which contains many files of different formats. When referring to the semantics "Link to the file folder", a list of files contained in the root folder and subfolders is automatically generated. By double-clicking on the chosen file, the corresponding program of recognizing and processing the file is started. When referring to documents, tables and graphic images, the contents of the file are displayed, when referring to spatial data, the dataset is opened in a separate GIS window.
On the "Semantics" bookmark, the "Select similar objects" and "Select objects by semantics" items have been added to the context menu. When selecting objects similar to the selected one, a coincidence is checked in terms of the layer, character of localization, the object code and the coincidence of the value of the current semantics or the semantics selected on the bookmark. When selecting objects by semantics the value coincidence of only current semantics or marked semantics is checked.
In the "Metrics" bookmark, a fast copying into a clipboard of all coordinates of the metrics using the Ctrl+A key combination has been implemented. The "Display order" item has been added into the context menu of the "Metric" bookmark for selecting the "Above everyone", "Below all", "Normal" property, which affects the position of an object relative to other objects. When the "Normal" property is set, the display order of the object is determined in the classifier by its layer, type of conventional symbol and localization. Into the context menu of the "Metric" bookmark the "Save metric coordinates to EPSG:3857" item has been added, intended for saving the object metric in GeoJson format in the Mercator projection on the WGS-84 sphere. The received file can be used for addition of objects on the Public cadastral map.
In the "Map Editor" task, the mode "Create object" by the metric coordinates entered from the keyboard has been improved. To speed up the work, the ability to copy and paste coordinate values using the clipboard has been expanded (key combination Ctrl+C, Ctrl+V). The modes of creating a linear and areal object have been improved using the new parameter "Snap at shortest distance", which is activated when the corresponding item of the context menu is selected or by pressing the "hot" key "W".
To display various tabular information on the map, a new graphic symbol "Table" has been developed. To display the table in the desired position, a point object is created that has a link to the CSV file in the semantics and a conventional symbol of the "Table" type. The graphic parameters of the table are customized in semantics of the object, in the RSC classifier or in the graphic parameters of the object. The table can contain from 1 to 256 columns. Each column allows you to place data of the selected type: text and numerical data, pictures in PNG, JPG, BMP format, colored figures and percentage scales. The table can consist of one or more pages. The number of pages is set in semantics "Number of table pages". The table width is calculated automatically based on the column widths, taking into account the number of pages and the distance between the pages. If it is necessary to change the width of the table, it can be specified in the "Table width" semantics. Table parameters are customized in the "Editing a table" dialog. The map with the created tables will have one view in desktop, mobile, web-applications on any platforms, with local placement or on the GIS Server and at printing. A layer with tables can be opened on top of any other data - spatial databases, geoportals, remote sensing data. The map, together with CSV files and background data, can be packed into one file of SITZ/MAPZ/MPTZ formats.
The "Map Legend" task has been improved. On the "Maps" bookmark, the "Paste selected objects" menu item has been added into the context menu. This mode allows you to paste objects previously copied to the clipboard onto one or several selected maps in the tree.
Into the menu "Options" the items were added "Show all objects" and "Display/Inform window". The mode "Show all objects" is intended for displaying all map objects without taking into account the range of objects visibility and the contents of the map display. To quickly enable and disable the mode, a combination of hot keys Ctrl+Shift+A has been added. The mode "Display/Inform window" is intended to enable or disable a pop-up message that informs the operator about the result of the action performed in the document window.
The task "Data list of maps" has been improved. On the "Matrix" bookmark a call of the modes "Change of location of a matrix on dx/dy meters" and "Optimization of the list of matrixes of quality" has been added. The mode "Change of location of a matrix on dx/dy meters" is intended for changing the binding of matrixes of height, layers and qualities of the document onto a specified value in meters. Changing the location is carried out both for one and for all matrixes of the document. Optimization of the matrix of qualities is performed to reduce the file size, as well as to update tiles of the matrix for different display scales. Reducing the file size is achieved by cutting the image by the specified frame.
The task "Connecting data from geoportals" has been improved. There is added a support for the geoportal of the Russian Federal Geological Fund - Objects of accounting for the state balance of mineral reserves, demonstrating the presence of minerals. The geoportal includes 3 layers: Hydrocarbon raw materials, Solid fuel minerals, Common minerals. Improved support for the Rosreestr geoportal. The speed of displaying data from geoportals has been increased due to requests for the availability of data for selected territories. Display of vector information has been improved, captions have been added and "outliers" in vector tiles have been corrected.
The task "Load coordinates from a Microsoft Office Excel file (*.xls, *.xlsx)" has been improved. The task allows you to plot objects on the map from an Excel file for all lines or for a range of lines specified by the user. The mode of forming a list of correspondences between table fields and object semantics has been updated. The semantics for a list can be found by name, code, or key, which allows you to speed up the process of creating a list. In the modes "Save/Restore settings" the ability has been added to save the list of configured semantics in the ini - user file.
The task "Import of raster data" has been improved. There is added an import of rasters in MrSID (SID, NTF) and ERDAS (ECW, JP2) formats. The formats are used to store compressed bitmap graphics. Packed huge MrSID bitmaps, such as aerial photography and satellite photos, can be quickly viewed piece by piece without having to unzip the entire file.
In the task "Saving a vector map to files of graphic formats", an export of an image of an open document into the KMZ format has been added. The formed KMZ archive contains the KML project file and a set of raster tiles pyramid for the saved territory. The KML file contains a description of the raster data parameters - the names and coordinates of the rasters binding, as well as the priority of their display. In addition to the KMZ format, the task can save images into BMP, TIFF, JPEG, PNG and RSW formats. A fragment of a digital map document of any type and composition can be saved, including vector maps, images and matrices, as well as geospatial data from external Internet resources (WMS and WFS - services) and databases. The task implements the ability to save the map image by the selected area, by the page format and by the dimensions of the selected objects. In the Complex of urban planning tasks, the modes "Load/Unload in GML" have been updated according to the recommendations of the FSIS TP.

Tests of a mobile GIS-solution based on a secure tablet MGT10PRO-46AL1S have been completed
KB "Panorama" has tested a version of the mobile geoinformation system Panorama Mini Linux (GIS "Panorama") based on the industrial protected tablet MGT10PRO-46AL1S. GIS "Panorama" is the universal geographic information system designed to collect spatial data, maintain a geodatabase, generate and update digital maps and plans, create information systems for various purposes. GIS "Panorama" meets modern requirements of processing and providing spatial information and is fully implemented on the basis of domestic technologies of KB "Panorama". For testing, a variant of a tablet with the Astra Linux Oryol operating system was chosen. The possibilities of fully autonomous operation of the GIS "Panorama" mobile application with the display and editing of spatial data were tested. Vector maps, remote sensing data from UAVs, georeferenced photographs of buildings were used as spatial data. GIS "Panorama" on the MGT10PRO-46AL1S tablet showed high productivity and a good screen response to the operator's actions.MGT10PRO-46AL1S tablet was developed by the Mobile Inform Group company, which manufactures it at the Kaluga Telegraph Equipment Plant.
