    KB "Panorama" has developed a training program for the course "Geoportals and distributed (Cloud) GIS Technologies", which includes a series of lectures and practical exercises. Students of the Moscow State University of Geodesy and Cartography (MIIGAiK) of the Faculty "Applied cosmonautics and photogrammetry" became the first listeners of the program. The course is included in the master's program of the Department of "Computing and the automated processing of aerospace information". Classes are conducted by specialists of KB "Panorama" with many years of experience in the industry.

    Students are told in an accessible form about current knowledge in the field of distributed geoinformation systems: from their general characteristics to specific software and its real application. The lecture material is prepared in the form of presentations, the lectures itself are recorded on video. As the course progresses, materials will be published in the KB Panorama knowledge base. Lectures on the following topics are already available for viewing and downloading: "General characteristic of geoportals and distributed GIS-technologies", "Data organization in distributed geoinformation systems", "Architecture of distributed GIS".

    KB "Panorama" and MIIGAiK are long-standing strategic partners. Joint activities are aimed at popularizing domestic cartographic and geodetic education and software for geoinformation systems. So on April, 12th, at the "Student science week 2021", the team competition for the practical application of professional skills "GEOSKILLS Cartography 2021" will take place. MIIGAiK together with KB "Panorama" invites students who want to apply their knowledge in this area in practice. The competition is open to full-time students of specialized universities and colleges in Russia.

    In KB "Panorama" the GIS WebService SE version 13.9.2 has been developed. In the new version the filter has been added for selecting spatial objects by semantics on the basis of the international standard OGC Filter Encoding 2.0 Encoding Standard 09-026r1 and ISO/DIS 19143. The filter is passed through a complex XML-RPC request. The filter allows you to compose group operations for searching for objects. For example, to find objects that have "Name" = "Oryol" or "Moscow", and the population is more than 10 million, but less than 30 million inhabitants. The new filter was added for selection of objects by measurements (area, perimeter, height, length). This filter can be applied in all requests that result in an xml/gml or geoJSON file, for example, to find objects with an area of less than 100 m2, but more than 20 m2. Use of the international standards expands possibilities of applications (GIS WebServer SE, Databank of DM and RSE and others) for search and selection of data.

    For GetBound request, an output of preferable formats depending on data type has been added. This will allow the GIS WebServer SE administrator to correctly set the data format (PNG or PNG8). A new request has been added that allows to form the user layers using a GEOJSON file.

    Support for working with three types of DBMS directly PostgreSQL, Oracle, MS SQL Server has been implemented. The service administrator has been improved. There is added the ability to disable analytics of the service in order to save server resources. A button has been added to the service panel to clear the layer cache.

    GIS WebService SE supports all international standards (OGC WFS, WFS-T, WMS, WMTS, WCS), which are used to transfer and display spatial data. In the program the possibility has been implemented for issuing tiles by any user or local coordinate system. The application has been implemented on Windows and Linux platforms, is compatible with Apache, IIS and nginx web servers.

    Specialists of KB "Panorama" prepared and placed on the geoportal "Bank of spatial data" the maps of the Belgorod and Bryansk regions. The maps were formed using OpenStreetMap data, source data was obtained from Geofabrik website. To work with the maps, you can use the GIS Panorama Mini program or other software products of KB "Panorama".

    The maps were led to the modernised classifier of large-scale plans of scale 1: 5 000 (map5000m.rsc) and were saved into a packed project (MPTZ). The MPTZ format project includes a digital map of the region's territory (country, subject of the federation, administrative region), a map of the administrative-territorial division of the region and a digital classifier. Publishing of updates in bank of spatial data is made by using the program of Databank of digital maps and remote sensing data. Publishing contents of bank of spatial data on the geoportal and data access for downloading are implemented by means of GIS WebServer SE.

    Free maps on the basis of OpenStreetMap data are available for download on the page "Digital maps".

    Specialists of KB "Panorama" have prepared a video lesson of calculating the parameters of the projection of the local coordinate system by a set of points. Users of the Workstation of "Cadastral engineer" or the GIS "Panorama" can independently calculate the parameters of the transition from the local coordinate system to the state one by a set of point coordinates.

    The parameters of the transition between the local coordinate system and state coordinate systems, catalogs of coordinates of geodetic points in the local coordinate system are permanently stored in the federal fund of spatial data and are provided to interested parties in the order prescribed by part 7 of article 10 of the Federal Law of December, 30th, 2015 N 431-FZ "About geodesy, cartography and spatial data". If it is not possible to obtain the transition keys, you can calculate the approximate parameters using the task "Calculation of projection parameters of local coordinate system".

    The training material demonstrates the features of the task "Calculation of projection parameters of local coordinate system". The initial data for calculations are the coordinates of points in the local (X, Y) and geodetic coordinate system (latitude, longitude). Geodetic coordinates can be loaded from the catalog of coordinates or calculated from coordinates in the state (CS42, CS63, CS95) or local coordinate system with known parameters. The task calculates the longitude of the axial meridian, the latitude of the main point, the scale on the axial meridian, the offsets of the coordinates along the X and Y axes, the angle of rotation of the axes. The results of calculations can be saved to an XML file for later use when creating electronic maps.
